Joint Service Solvent Substitution Working Group
Barbara Kanegsberg participates in a multi-service working group tasked with finding alternative solvents for cleaning and surface preparation that are acceptable to Federal and local agencies. She prepared a report about current and future prospects for improved solvents and has addressed the group as an invited speaker. She continues to report on an array of issues including VOC exemption, toxicity studies, and Biobased options. Because the military faces the challenges of critical product reliability and increasing regulatory problems, findings of the working group are expected to be applicable to industry.


Resolving Environmental Regulatory Conflict

• identify examples of regulatory conflict
• design and conduct outreach programs to minimize such conflict
• survey current worker exposure data

The project was performed under contract to the Significant New Alternatives Policy Program (SNAP) of the U.S. Environmental Protection Agency. The study considered the treatment by select Federal, State, and Local agencies of a group of chemicals that were evaluated and ruled on under SNAP. An array of selected Federal and Local regulations were analyzed in terms of conflicts and regulatory goals which are at cross-purposes to SNAP. Those involved in writing the regulations and policies were consulted in order to elucidate the rationale for the regulations. Comments and concerns of individuals in industry were included. In addition, availability of newer worker exposure data was evaluated. A report was submitted to the EPA, with suggestions for outreach and communication programs for regulatory agencies and for business.
